SPEAKERS: Robert Hoaglund, US Department of Transportation
Robert Hoaglund is a Project Manager (PM) – Physical and Technical Systems, for Security and Emergency Management at the Volpe National Transportation Systems Center in Cambridge, MA. The Volpe Center is a multi-modal center of excellence within the U.S. Department of Transportation that seeks to improve the nation’s transportation system.
For the past 25 years, Bob has focused on systems security, risk management, contingency planning, disaster recovery, and emergency response and planning. Bob’s major experience includes PM for a DoD DTRA Port Security Performance Measures study; former for the US Capitol Police Integrated Security Systems Design; authored numerous risk & vulnerability analyses for mass transit, international ports and maritime, and supply chain studies.
Currently serving as a US Army Reserves Officer coordinating DoD resources in collaboration with civil authorities and the Federal Emergency Management Agency responding to local, state, regional, and national disasters. Formerly was involved in sensitive Army Special Operations missions worldwide from tactical through operational, to Embassy levels of complexity.
Bob has a BA: Political Science; MA: International Relations and is an American Society for Industrial Security (ASIS) Certified Protection Professional (CPP).
David Sawin, US Department of Transportation
David Sawin is an Information Assurance Program Manager – Control Systems, for Security and Emergency Management at the Volpe National Transportation Systems Center in Cambridge, MA. The Volpe Center is a multi-modal center of excellence within the U.S. Department of Transportation that seeks to improve the nation’s transportation system.
For the past 27 years, David has focused on information systems security, including risk management, information systems auditing, project management, computer operations and contingency planning. Prior to joining the Volpe Center, David worked at Stone and Webster Engineering, Putnam Investments, Fidelity Investments and Fleet Bank where he helped manage information risk by providing consulting services to strategic e-commerce business systems and development initiatives. He has performed several vulnerability assessments and provided information security and audit consulting to a number of private sector, educational and government agencies.
David is a graduate of Northeastern University, Boston, MA and a veteran of the United States Army Reserve, where he supervised information security for the 324th Data Processing Unit at Hanscom Air Force Base in Bedford, MA. He is a Past President of the New England Chapter of the Information Systems Security Association (ISSA) as well as a 44-year veteran of the Boy Scout Scouts of America. David and Diane, his wife of twenty six years, have four children and one grandchild.

TOPIC: USDOT has an agreement with the USDHS National Cyber Security Division's, Control Systems Security Program (CSSP) to outreach (present & educate) on the subject of industrial control systems (ICS) security across all transportation modes (Transportation is one of the 18 Critical Infrastructure/Key Resources - Homeland Security Presidential Directive – 7). Provide information about the USDHS CSSP and its resources to include informing stakeholders about the results of CSSP activities, identifying vulnerabilities within ICS products (hardware and software), providing mitigating measures (assessment reports), and sharing risk mitigation measures in information sharing products.
CSET Link: The CSSP offers a free Cyber Security Evaluation Tool (CSET®) downloadable from the CSSP website, or through coordination of USDHS personnel who will come to your site and walk the stakeholder through the CSET. All data created by the CSET is considered stakeholder proprietary is NOT retained by the USDHS team.
